By-Laws
of Saint Catherine of Siena Home and School Association
Article I - Name
The name of this Association shall
be the Saint Catherine of Siena Catholic Home and School Association of Dundee,
Illinois, in the Dioceses of Rockford, State of Illinois.
Article II - Objectives
-
To
promote a broader appreciation of the ideals of Catholic education.

To
enlist the spiritual, educational, and social resources of home and school in
order to provide the best education possible.

To
encourage the home and school to a greater degree of cooperation in discharging
their responsibilities.

To
provide a solid organization to improve the school’s fund raising efforts.
-
To
foster the integration of families into the life of the parish community.
Article III - Respect of
School Policies
Section
1
As a
distinction from the Education Commission, this Association is not a
policy-making body.
Section
2
Since the
pastor has the ultimate responsibility for the school, the decisions of the
Association are subject to his approval.
Article IV - Membership and
Dues
Section
1 Membership
Membership shall consist of parents
or guardians of the pupils of St. Catherine of Siena Catholic School and members
of the faculty, during the current year.
Article V - Elected Officer
Section
1
The elected
officers shall be the president, vice-president, secretary and treasurer for a
one-year term. Each office may consist of parent or parents, guardian or
guardians. No officer shall hold the same office for more than two consecutive
terms.
Section
2 Duties of
Officers
A. President(s)
The president(s) shall preside at
the meetings of this Association, of its Executive Board and Committee, appoint
the chairpersons of the committees, and perform such duties as are incumbent to
this office. The president(s) are members ex-officio of all committees. The
president(s) shall serve the designated function on the Education Commission.
B. Vice-President(s)
The vice-president(s), in the
absence of the president(s) shall perform all duties of the president(s) except
that of the Education Commission. If the presidency is vacated, the vice-president(s)
shall assume all duties of the presidency until the next elections are held.
C. Secretary(s)
The secretary(s) shall keep
accurate minutes of all meetings of the Association and its Executive Board and
Executive Committee. (S)he shall provide members with notice of regular
meetings, handle the correspondences of the Association, compile and update a
membership list, and perform such other duties as the president(s) or Executive
Board may designate. Agenda and minutes of Home and School meetings are
published in the Dialogue.
D. Treasurer(s)
The treasurer(s) shall receive all
membership dues and other monies of the Association, shall keep an accurate
account of the same, and shall submit a written annual report (July 1 to June
30) at the fall general meeting. One signature is required on checks; pastor
only.
Article VI - Executive
Board
Section
1 Membership
The Executive Board shall consist
of the president(s), vice-president(s), secretary(s), treasurer(s), the pastor
(ex-officio), and the school principal (ex-officio).
Section
2 Duties
These persons shall have full
responsibility for the Association’s business affairs, review of reports,
budget and other administrative details.
Section
3 Meetings
Meetings of the Executive Board
shall be held at the call of the president(s) or any three members of the
Executive Board.
Section
4 Vacancies
The Executive Board shall have the
right to fill any vacancies among the offices of the Association, subject to the
subsequent approval of the membership.
Article VII - Executive
Committee
Section
1 Membership
The Executive Committee shall
consist of the elected officers, chairpersons of standing committees,
chairpersons of special committees, pastor (ex-officio), and the school
principal (ex-officio).
Section
2 Duties
The Executive Committee shall be
the voting body of the Association involved in the planning of each year’s
activities, approval of the budget, and coordinating the activities and affairs
of the Association. It is also responsible for the nomination of at least one
consenting candidate for each office.
Article VIII - Spiritual
Advisor
The
pastor, or the priest appointed by him, shall be the spiritual advisor.
Article IX - Meetings
Section
1 Annual
Meeting
The annual meeting of this
Association shall be the last meeting of the school year.
Section
2 General
Meetings
There shall be a minimum of two
general meetings of this Association yearly. The dates shall be determined each
year by the Executive Committee. Any suggestions made at a general meeting shall
be referred to the Executive Committee for discussion and possible action.
Section
3 Executive
Board
Meetings shall be called by the
president(s) or quorum of the Executive Board.
Section
4 Executive
Committee
This committee shall meet prior to
opening of school for the purpose of planning the Association’s calendar, and
prior to each general meeting, and at the request of the president, pastor or
school principal.
Article X - Committees and
Duties of Committees
Section
1 Standing
Committees
Standing Committees shall be:
Membership, Program, Publicity, Ways and Means, School and Social, and Athletic
Association.
Section
2 Duties of
Standing Committees
A. Membership
This committee will be responsible
for maintaining a list of members, assisting in collecting dues at the first
meeting, greeting people at meetings and preparation of membership booklet.
B. Program
This committee will be responsible
for research of possible programs, presentation of potential programs for the
executive board approval, making all arrangements, greeting and introducing
speakers.
C. Publicity
This committee will be responsible
for keeping membership advised of home and school related activities, new
releases concerning important happenings in school affairs, and publicity
releases for events of interest to the general community and bulletin printed
materials attendant to all functions.
D.
Ways
and Means
This committee will be responsible
for researching and suggesting methods of fund raising.
E.
School
and Social
This committee will be responsible
for recruiting two room mothers for each grade and arranging refreshments for
Home and School Association functions and programs.
F. Athletic
Association
This committee will be responsible
for sending a representative to this Association’s Executive Committee
meetings. The designated representative from the Athletic Association shall
provide a report on upcoming events, the coordination of sports activities, etc.
A financial report will also be given at each meeting. This committee is
attached to the Home and School Association for coordinating and reporting
purposes only.
Section 3 Special
Committees
The president(s), in keeping with the
objectives of the Association, shall have the right to create special committees
and to appoint their chairperson(s).
Section 4 Committee
Reports
The chairperson(s) of the standing
and special committees shall report their findings and recommendations to the
executive Board unless otherwise specified.
Article XI - Nominations
and Elections
Section
1 Nominations
The Executive Committee shall
nominate at least one consenting candidate for each office. Nominations will
also be solicited from the general membership. The consent of a candidate is
required, and his or her child/children must be registered at St. Catherine of
Siena Catholic School for the upcoming school year.
Section
2 Elections
Officers shall be elected at the
spring meeting by a majority of members voting. An unopposed candidate may be
declared elected by the chair of this meeting.
Section
3 Installations
of Officers
Officers
elected shall assume their duties on July 1st of that year.
Section
4 Voting
Policy
Votes must be cast on an official
ballot only. Official ballots will be available at the annual spring meeting.
Parents and guardians must have children registered at St. Catherine of Siena
Catholic School for the upcoming year in order to vote. To obtain an official
ballot, your signature is required. Absentee voting will take place in the
school office one week prior to the annual spring meeting.
Article XII - Quorum
Section
1 Association
The
quorum of an Association meeting shall be 25 members.
Section
2 Executive Board
The quorum of the Executive Board
shall consist of a majority of the members thereof.
Section
3 Executive Committee
The quorum of the Executive
Committee shall consist of a majority of the members present.
Article XIII - Amending the
By-Laws
Any Association member may submit
in writing to the president(s) any possible by-law change. All submitted changes
will be submitted to a special ad-hoc by-laws committee for consideration.
Proposed changes of the by-laws, as determined by the special committee, shall
be published and distributed to the general membership no less than thirty (30)
days prior to a general meeting. A two-thirds vote of those present if needed to
ratify any changes, and those changes will be effective immediately.
Article XIV - Parliamentary
Procedure
The rules contained in Robert
Rules of Order shall govern this Association in all cases not otherwise
covered by these by-laws.
Article XV - Open Meeting
Policy
All Home and School meetings will
be open to the parents, guardians, and faculty of St. Catherine of Siena
Catholic School with the guidelines below:

All
suggestions or questions must pertain to the objectives and functions of St.
Catherine of Siena Catholic Home and School Association.

Items
to be considered for inclusion on the agenda should be presented to the
president(s) one week prior to the meeting.

The
suggestions and questions will be presented after the minutes, treasurer’s and
committee reports.
-
The
president(s) reserves the right to limit the time for discussion.
